# AI task force inventory: evidence audit

Audit date: September 5, 2026. Target: https://kylesaunders.com/ai-taskforce-inventory/

This audit identifies actionable errors and omissions in the live v1.0 inventory. It is a structural audit of all 69 inventory rows and 187 census rows, an HTTP retrieval attempt for every inventory URL, document metadata inspection, and a targeted external search. It is **not a completed full-text recoding of every recommendation or an exhaustive new search of all 187 institutions**. An unflagged row has not been certified correct. No changes were made to the live site.

## Findings that should be addressed first

1. Apply the published inclusion rule consistently. Dartmouth is a single-author special-adviser report; Ohio State's Fisher document is a slide deck. Both formats are expressly excluded by the Methods tab.
2. Add the missing UNLV and UNMC reports; add Michigan's missing 2023 and 2026 reports. These are different from the Michigan research report already present.
3. Fix the UNC–Chapel Hill document date: August 2, 2024, not September 2024.
4. Separate document existence, public availability, document genre, and institutional coverage. A public abstract is not a public deliberative report; a systemwide report is not exclusively a flagship-campus report.
5. Repair the crawl metrics before interpreting negative cases: the published crawler counts attempted requests, not successful pages inspected, and does not fetch the document links it counts.
6. Reconcile the codebook with the dataset and remove stale statements and placeholders.

The [November 18, 2025 plenary agenda](https://senate.psu.edu/senators/senate-resources/senate-meeting-agendas-records/november-18-2025-plenary-agenda/) also links a Report from the Joint Standing Committee for AI in Instruction. A [faculty publication list](https://behrend.psu.edu/person/tiffany-petricini) corroborates the 2025 reports. These links currently point to SharePoint. I inspected the institutional listings, not the SharePoint documents. Determine whether the assistive-technology links are distinct reports or versions before assigning a count; confirm public access before calling them public full texts.

## Additional material for the supplementary inventory

These are not automatically errors in an R1-only census. The codebook says non-R1/system/international material was deliberately parked for later. Because the live inventory already includes UC systemwide and RIT, the scope should nevertheless be explicit and consistent.

## Unresolved cases that should not be called confirmed public-report additions

- **Colorado State:** The inventory codebook explicitly says a CSU report exists and that the initial verified-absence judgment was wrong, but supplies no report citation. The census still gives only an archive/no-AI note. The [CSU joint task force page](https://ai.colostate.edu/artificial-intelligence-joint-task-force/) verifies a system task force, named leadership, and a December 2024 recommendations milestone; it does not expose a report link. Reconcile the codebook claim by identifying the document and its access status. I have not independently located that report.
- **Northern Arizona:** Its [provost page](https://in.nau.edu/provost/academic-operations/resources-policies/artificial-intelligence/) explicitly refers to a June 2023 Generative AI in Education Task Force report but does not link the report. Code as report referenced, text not located; not as verified absence.
- **UConn CLAS:** The [December 2025 announcement listing](https://clas.uconn.edu/category/announcements/) confirms implementation of CLAS AI Task Force recommendations. Underlying report not obtained; news is not the report.
- **Rutgers–New Brunswick:** A [June 15, 2023 Cyberinfrastructure and Data Science task force report](https://newbrunswick.rutgers.edu/sites/default/files/2024-03/nb_cyberinfrastructure-and-data-science-task-force-report.pdf) recommends an institute for AI/data science/cyberinfrastructure. Potential addition if broad computing strategy qualifies, as it does for Chicago. Full eligibility not adjudicated here.
- **University of Idaho:** The [president's working-groups page](https://www.uidaho.edu/leadership/president/working-groups) confirms an AI working group established in 2024. No report recovered in this pass.

## Crawler and measurement audit

### The displayed page count is not successful coverage

The crawler executes `n += len(batch)` before checking whether each fetch returned HTML. `get()` returns None for HTTP failures and non-HTML responses, and it suppresses all exceptions. Thus failed requests, missing seed paths, and non-HTML responses count toward `pages`. The output cannot by itself justify the UI label “governance pages crawled.” Homepages and non-governance routes may also be counted. A high value such as 152 is not evidence of 152 successfully inspected governance pages.

**Fix:** separate requests_attempted, html_pages_successfully_read, document_links_discovered, documents_successfully_read, HTTP status/error counts, and content-level classifications. Retain the URL-level log. Batch size eight can overshoot the 150 cap, explaining 152 without a data error.

### “Other task force documents reached” is overstated

Document URLs enter `hits` based on URL/anchor scoring. The crawler does not fetch those documents. The returned `other_taskforce_docs` count therefore means candidate document links, not inspected or necessarily valid task-force documents.

**Fix:** rename to non_ai_candidate_document_links, or retrieve and classify each document before reporting a verified-document count. Withdraw claims that large counts establish the absence of AI reports from an archive.

### Off-domain documents are discarded

Before recording a link, the crawler requires its hostname to belong to the institutional root. Officially linked Drive, Box, SharePoint and external CDN documents can therefore be dropped. UNLV demonstrates why this matters.

**Fix:** preserve outgoing document candidates linked from trusted institutional pages, with provenance. Offsite document collection does not require unrestricted offsite crawling.

### HTML reports are traversed but not emitted as report candidates

Only URLs matching PDF/DOC/PPT extensions are added to `hits`; potentially relevant HTML pages are queued but never emitted as candidate reports. This is mismatched with the inventory's own inclusion of HTML reports.

**Fix:** emit qualifying HTML report candidates as well as downloadable documents, then review genre and named-body provenance.

### Retrieval channels introduce differential missingness

Library/repository hosts are often excluded or not seeded; governance-looking subdomains are privileged; external document hosts are excluded. These decisions interact with campus web architecture. Aggregate known-positive recall of roughly 55–60% is not a subgroup-specific estimate and cannot correct private/public or established/new-R1 comparisons by itself.

**Fix:** describe the observed outcome as public reports found by a specified protocol. Report retrieval failures and source types by subgroup. Keep crawl status separate from report availability. Do not infer governance effort or institutional silence from non-discovery.

### Reproducibility is incomplete

The crawler requires r1_list.json with domain/name/unitid mappings. That input and the transformation producing census statuses and displayed statistics are not linked in Data & Downloads. The published crawler also does not retain the information needed to distinguish a WAF block from a 404 or other failure.

**Fix:** publish the actual seed file, raw crawl outputs, classification/adjudication log, and script generating the inventory/census/statistics. A census CSV alone is not a replacement for the crawler's input and transformation history.

## Website and codebook consistency

- Live data contains **69 rows, 57 distinct institution labels, and 55 R1 census positives**. RIT and UC systemwide account for the two labels outside the census. Label the 57 figure so readers do not mistake it for 57 R1 campuses.
- Census status totals recomputed: report found 55; no report surfaced 108; blocked 11; too shallow 12; domain mapping failure 1. Total 187. Methods prose says seven institutions block automated access; census and codebook say eleven. If seven refers to a different pass, label that pass.
- The search no-results message says the census covers 146 institutions classified R1 in 2021. It actually contains 187 institutions under the 2025 frame.
- Find Your Institution searches only census rows, so RIT cannot be found there even though it has an inventory entry. Either explicitly label that search R1 Census or search the union with appropriate scope labels.
- The About tab retains “[N] rows at random myself.” Replace it with a documented count and sampling method, or remove the unperformed claim.
- The codebook says there will be no independent second coder but later promises a double-coded pass and an inter-rater statistic. Choose and state one actual validation design. A genuinely independent overlapping human/AI coding sample can support an agreement estimate if described appropriately; merely checking or editing the AI's answers is not independent coding.
- The codebook says IPEDS UnitID is not populated although almost all inventory rows and all census rows have IDs.
- The codebook's convening-authority counts are stale. Live values: provost 35; president 12; faculty_senate 7; joint_admin_senate 4; college_unit 3; research_office 3; cio_it 2; unknown 2; system_senate 1.
- The codebook publishes trial-code counts while the Methods tab says coding is withheld. Remove stale counts or clearly label them as abandoned, unvalidated trial outputs.
- The codebook's “Harvard has none” wording contradicts its own discoverability caveat. Use “no qualifying public report located under this protocol.”
- The codebook cites a parked OTHER-SEGMENTS.md file, but Data & Downloads does not link it. Link the supplementary inventory or remove the inaccessible reference.
- Separate stage from access/completeness: final/interim/recurring/implementation and full/summary/abstract/gated measure different properties and should not compete in one doc_status field.

## Practical update sequence

1. Preserve this v1.0 snapshot.
2. Correct UNC's date and unsupported Chicago recommendation; resolve Dartmouth/Ohio State and guidance genre rules.
3. Add UNMC/UNLV and the two Michigan reports; queue the Penn State documents for access and deduplication checks.
4. Add campus/system coverage relationships, maintaining one row per report and a separate many-to-many report–institution mapping.
5. Repair crawler metrics and candidate handling, then rerun negatives with URL-level evidence retained.
6. Recompute public-full-report, public-summary, public-abstract and institution totals separately.
7. Regenerate codebook counts and UI language from the same data; document a reproducible human spot-check.

A corrected grand total is intentionally not asserted here: exclusions, system coverage, abstract-only treatment, and Penn State version deduplication must first be resolved consistently.

## Appendix: retrieval record for all 69 inventory rows

These are initial direct-fetch outcomes from this audit, not certification of substantive correctness or persistent public availability. HTTP 200 can be a landing page or access interstitial; 403 can be an automated-access block. Texas A&M's initial 404 was contradicted by successful web retrieval of the same report.
